Quarterly Recipe Contest

I asked this once before but didn't get a response. I understand that CS can use the winning recipe but would that mean that I could NOT publish it myself at a later date?

Yes, that is what it means. The recipe becomes the property of Cookshack when it is submitted, and would require our permission to be published by anyone else. I can't foresee a situation where we would not grant permission, but I suppose it's possible.
