If your racks were truly stainless steel, they would not have rusted. I've used naval jelley in the past, but it may be too caustic for a cooking surface. If you use naval jelley, I would thoroughly wash the racks in soap and water after you've rinsed the naval jelley off. In either case, read the instructions on the package before using.
