In Washington I doubt they will let you get away with that but it's always worth asking. I would suggest getting your food handler card $10 and reading the free booklet that they have available before talking to them. The more you know before you talk to them the easier it is to get to yes. This is based on almost 5 years in WA state dealing with county health departments.

We just opened a new reastaurant after years of catering and vending and you can overcome county health objections if you know they are coming.
Health Department's Answer

I cannot use a concession trailer as a commissary. They would not be able to inspect when I cook and they are concerned that I could not cool the meat down quick enough to keep it safe. I can however come to an event the night before and start cooking the night before the event as long as I can show them how I intend to keep the food warm until I serve it.

Not true. You can cook unattended overnight if you have a data logger that tracks and saves the pit cooking temperature information during the time you are not in the kitchen. I use a 2DI, and Chelan-Douglas Health District inspectors check the data whenever they do an inspection.
