The short answer is yes, this is normal. This is something that you will see in most electric ovens.

You will find that the unit's ability to maintain accurate temperature degrades significantly below about 140 - 150 degrees F. It won't maintain temperature nearly as well as it does above that level.

Lonster, it's not normal for a cookshack to draw current while it's set to off.
When I first got Smokette, I had a mind-boggling temp problem. I'd set the temp, and return to check on it and it would be OFF! This happened quite a few times and we blamed it on everything from my glasses to Raoul, our resident poltergeist. Finally one day I had a load of fish in there so I set up a lawn chair and a half-rack in ice right next to her and waited and watched. Didn't do it and it hasn't since. One of those "we'll never know" things. Roll Eyes
