During the heat up my SM045 will cycle off and on approx every 15 20 seconds. I can hear the relay click, is this proper operation?

I'm not familiar with your particular model, but I believe most all the cookshacks have their thermostats through the back wall above the heating element/smokebox area. If you are talking about preheating an empty smoker, I presume heat rising from the element would be cycling the thermostat as it heats up. Especially in the smaller units I would think this might be the case.
This occurs during cooking as the unit is coming up to temperature.

Does it get to temp and then stabilize? If it does, I wouldn't worry.
If it doesn't, call CS on Monday.
