When a box is turned in, the number is changed. How is that new number determined?

The one's I've judged, they have a pad of numbers and they paste over the number on the box with a label with the new number.

It is predetermined. They decide that a certain "amount" is added to the original number. In Bentonville they added 10 to each number. Sometimes it's 110. I've seen 120 added and 100. It's just a random number I think.
