It is hard to say if the wood is dry enough to use now. I say if you cut it up into 2"x2" pieces and you detect any moisture, it needs to dry more. 1 summer on top of my tin-roof shed usually does it for me, then I cut up in the fall. You might want to remove the bark if possible. Some folks dont like the bark smoke, some do, I think it depends on the wood.
Right, dormant oil is normally srayed in the winter, but they will also spray in the active growing season sometimes with fungicide/miticide combination.
