if i am not mistaken nsf works the same way ul does.
you submit a product for approval (or testing, whatever you want to call it). after the product is approved the agency, in this case nsf, will issue the labels which are numbered and the manufaturers will keep a running record.
that being said, although an item may be identical if it was made prior to approval it cant get the label.
at least this was the way ul did it for hollow metal doors when i worked for ceco for 14 years and i am pretty sure nsf does the same thing.
but it would be interesting to know and i hope cookshack will post something.

ps. dont forget the labelling agency gets money for every label attached. they get ya coming (approval) and going (labels) Eeker
