I'm talking about mounting it inside a step van and routing out the roof or out the back wall.

I have talked to the health department and no hood is required, I simply have to rout the exhaust from the smoker to the outside.

I have read from a couple of people that they had problems keeping it up to temp under a hood .
What I'm really wanting to know is how others have sealed the holes for the exhaust pipe to keep rain from leaking into their, trailer/truck.

Not sure a residental vent hood will vent enough smoke, fast enough. Check the capacity of the hood and how fast it will clear how much air.
Your cubic footage IS 396. The trick is to have at least 80% make up air. Without it you won't get the proper ventilation your looking for.

If your planning to add a range hood into the mix you might want to consult with a restaurant ventilation outfit as you'll be adding additional outflow to your space. Maybe the trick is to vent the smoker via the gas range hood. That would require the FEC placement next to the range but you could kill 2 birds with 1 stone.

Really,find out who does commercial kitchen installations in your area for ventilation systems. Give them a call for a consultation. It would help them to develop a plan based on a layout sketch of the trailer as you envision it to be.
