I'm trying to slow-smoke some salmon in my Smokette, and I've set the temperature to about 130 degrees. When the smoker first warms up, the heating element is hot enough to get the wood smoking, but once it has gotten to 130 degrees, the heating element isn't on often enough or long enough to actually cause the wood to smoke. The oven stays at 130, but the wood just sits in there doing essentially nothing.

Anyone have any suggestions or thoughts on this?

Try setting the thermostat to 180* just long enough to get the wood going. (approx 15 min) Then drop to 140 or so. You didnt say whether you were using chunks or chips of wood. When I want some quick smoke, I use chips. I do cure my salmon first before smoking and only smoke it up to 145* internal.
