How do some places get their ribs tender without having the meat pull back from the bone? Is is a temperature thing. What's the lowest cooking temp for ribs?

cook time is 90 mins at 265
meat never pulls back from bone

Some places steam them and glaze on the griddle.
Don't know if there is a lowest temp for ribs,but they seem to be done around 190� .
