you should not have any pellets dropping on fire and no you shouldnt have any smoke in the hopper.
Make sure the ramp is clear of dust. If there is dust on the ramp it may catch fire and move up the ramp.

Like BBQ Bob said it sounds like you have a dirty ramp and the flame is moving up the ramp from the fire pot. I'd also suggest sifting your pellets before putting them in the hopper,this will help to elimnate the dust moving down the ramp.
